This is a very unusual item, I have never seen anything like it.
This is a packet of papers, including letters, ads, testimonials, flyers, and stickers, designed by Vincent Sheehan who was a San Francisco police officer, and designed these stickers to identify people and possibly their medical notes and allergies and etc. It seems a red sticker goes on the outside of the shoe to show someone you have the id inside and it goes inside the bottom of your shoe. So lost kids and other folks can be more easily identified and returned home or have medical information handy. Seems to be two of each ad and flyer, and one each of many letters promoting the system from various social agencies.
